A Brief History of Staff Shared Governance at University of Arizona
1984
University of Arizona President Henry Koffler proposes formation of Staff Advisory Council (SAC) and appoints members. Non-faculty Appointed Personnel, those employees on year to year contracts without continuing-eligible (tenure eligible faculty) or continuing status (tenured faculty) are not included in SAC and are not represented by the Faculty Senate.
1992
Non-faculty Appointed Professionals form the Committee of Administrators and Professionals (CAP). The first officers are appointed are temporary chair Tim Jull and secretary Jeanne Kleespie. Bylaws and were created and approved. The final version is presented to UA President Manuel Pacheco.
1993
President Pacheco recommends changes to name and bylaws. The Appointed Personnel Organization Council APOC is formed. Tim Jull is elected as the organization's first Chair, Jeanne Kleespie as the first Secretary and Joan Weinberg as the first Vice-Chair. 1994 In August, the first meeting of the elected APOC is held. President Pacheco opens this meeting and in the Fall authorizes APOC's first budget of $1500.
1997
Manuel Pacheco steps down as President. Paul Sypherd serves as interim until ABOR selects Peter Likins as the 18th UA President.
2005
Carol Beltran chair. First Strategic Planning Retreat August 10 at University Marriott. Facilitator Charles T. McDuffie, Ph.D. APOC forms four steering committees Governance, Human Resources, Communication and Membership to accomplish goals set forth in retreat. APO forum (annual meeting of all AP) October 21. Speaker: ABOR Interviewed UA President candidates. Created template for APOC Annual Reports. APOC members begin to serve as active members and liaisons to committees and governance groups on campus.
2006
Nadine Gruhn chair. Updated Mission Statement and Bylaws. Information of AP presented to Committee of Eleven and Faculty Senate. APOC Toolboxes created for AP Performance Reviews and APOC Standard Operating Procedures. APOC encourages members to seek performance reviews from supervisors. First New Member Orientation luncheon. Second Strategic Planning Retreat August 2 at Arizona Inn. Facilitator Liz Russo-Clyde. Annual Meeting of All AP September Guest Speaker: George Davis, UA Provost. APOC Human Resources group presents funding to Arizona Youth University for student scholarship. Web site address fp.arizona.edu/apac.
2007
Greg McClure chair. In alignment with the role of non-faculty AP, APOC changes its name to the Appointed Professionals Advisory Council (APAC) to indicate our role as advisors to the administration and to all AP. Approved by President Likins. President Likins retires and Robert Shelton becomes the 19th UA President. Third Strategic Planning Retreat July at University Marriott. Facilitator. Annual Meeting of All AP September Guest Speaker: President Robert Shelton and cabinet members.
2008
Carol Beltran chair. Arizona State budget woes affect University operations. Time of great change. Mosaic People Soft selected as UA information system. New UA Provost Meredith Hay speaks at Monthly Meeting to discuss Transformation. Advises APAC to participate in writing White Papers. New Drupal based web site http://apac.arizona.edu operational. Annual meeting for All AP September. Guest Speakers: President Shelton and Provost Hay. Steering committees reduced to Communications and Membership. Permission to create All AP listserv with ability to opt out. APAC executive committee has its own email address apac@email.arizona.edu. Annual employee awards ceremony changed to Staff and AP awards as APAC funds a large portion of operation to make up for loss of funding by UA operations.
2009
Holly Altman chair. New Member Orientation and Strategic Planning Retreat July 27.
2016
Staff Advisory Council becomes Classified Staff Council (CSC).
2019
The University Career Architecture Project (UCAP) reviewed jobs on campus to make a more equitable structure by the chairs of both CSC and APAC. The UCAP Project creates the University Staff employment category.
2020-2021
CSC and APAC combine to become UArizona Staff Council (UASC) representing Classified and University Staff at the University of Arizona.
